I was lucky enough this rug happened to have a separate layer of fabric already attached to the bottom. However, this idea would work with any shag rug and a piece of fabric sewn to the bottom with a sturdy sewing machine.
This rug had stitched columns, which I like because it keeps the stuffing spread out evenly. I cut a slit in the middle of each column and stuffed it with fiberfill I ripped out of two ugly old pillows (maximizing my upcycling !
Then I hand-stitched the slits closed.
Not bad for an old rug, aye?
